Administrative Presiding Justices Advisory Committee

The APJAC establishes administrative policies that promote the quality of justice by advancing the efficient functioning of the appellate courts; reviews rules, forms, studies, and recommendations to the council related to appellate court administration; and identifies issues of concern to the appellate courts.

About

The Administrative Presiding Justices Advisory Committee is charged with the responsibility of improving appellate court justices' access to and participation in the Judicial Council decision-making process; reviewing rules, forms, studies, and recommendations to the council related to appellate court administration; identifying issues of concern to the courts, including legislative issues, that might be addressed by the council or its advisory committees or task forces; and strengthening communication between the council and the appellate courts.

Rule 10.52 of the California Rules of Court defines the responsibilities of the Administrative Presiding Justices Advisory Committee.

(a) Area of focus

The committee makes recommendations to the council on policy issues affecting the administration and operation of the Courts of Appeal.

(b) Additional duties

In addition to the duties described in rule 10.34, the committee must:

(1)Establish administrative policies that promote the quality of justice by advancing the efficient functioning of the appellate courts;

(2)Advise the council of the appellate courts' resource requirements and solicit the council's support in meeting budget, administrative, and staffing requirements;

(3)Make proposals on training for justices and appellate support staff to the Governing Committee of the Center for Judicial Education and Research; and

(4)Comment on and make recommendations to the council about appellate court operations, including:

(A)Initiatives to be pursued by the council or the Administrative Office of the Courts; and

(B)The council's goals and strategies

The Rule further provides that each year, the committee must recommend budget change proposals to be submitted to the Chief Justice for legislative funding to operate the appellate courts. These proposals must be consistent with the budget management guidelines of the Finance Division of the Administrative Office of the Courts.
